During his years in the Marines, Dr. Soas learned Arabic and is fluent in English and Spanish as well.

Following is a synopsis of his management portfolio which includes broad organizational leadership and a substantial scope of management responsibility.

He was appointed by the Duma of Tatarstan as their chief health advisor and the CEO of the central hospital (1324 beds) and regional health systems consisting of a staff of 1500. His responsibility required smooth and efficient operation of the central hospital, and the regional clinical system responsible for the health and welfare of over fifteen million people.

He developed a management and operational system, including a profit and loss statement for the hospital's business model.

Dr. Soas' other experiences include building new hospitals and satellite clinics for acute care from ground up.  Most of these hospitals and clinics were in the range from 25-135 bed facilities in Bolivia, Mexico, Egypt, Yemen, and Turkmenistan.

He conducted healthcare administration training programs in more developed countries such as the Gulf States. He states…”"I consulted with the Saudis with regards to the development of the frame work to create the first hospice and long term care facilities in the Kingdom, which marks a significant cultural shift in elderly health and long term care. My selection by the Saudis’s was because I previously presented a paper at the King Faisal Hospital 10th Annual Neurology Conference on Alzheimer’s Disease based on population in the Middle East."

Due to his family medical requirements, he is no longer able to continue extensive international travel. Therefore he is seeking a hospital or health system Administration position in the US, so he can be with his family full time.
